NANO project: on its way to realization
The results of scientific and technical expertise of the project are available at the moment. All independent experts gave positive recommendations about future support of SUN project. So RUSNANO will continue cooperation.
We've overcome the most difficult stage. The challenge was that the expertise was carried out by outer experts hired by RCNT. The experts must be acknowledged specialists in their field and must pass the accreditation procedure. The experts have never heard about SUN before. That is a stable rule to follow; no RUSNANO people can influence the results. This way the government is to be sure no one can cheat the organization into giving them huge sum of money. Only those who really deserve it by making innovative products will get support.
The expertise of any project starts with an institutional stage. During this stage three to five experts grade the project independently of each other. According to their grades a summary report is formed.
For one month we were waiting for results and frankly speaking these results are always unpredictable because nobody knows if the experts will like the project or not.
There are 3 key criteria to estimate:
- NANO factor. It shows if the project is really linked with nanotechnology or not. Where is NANO in the product?
- Research study. Is it really any innovative techniques are being used and does it lead to creation of new classes of products?
- Technical performability. This criteria shows if the project can be put into practice in near future. Project goals shall be feasible taking into account scientific- research, and time terms and conditions.
SUN got by a score 9-10*. This is very good and impressive result. So now we are getting ready for financial expertise.
Appraisal plan for each section:
0 - A project doesnt satisfy the requirements
1-2 - In a majority of factors the project doesnt satisfy the requirements
3-4 - Most probably a project doesnt meet the requirements but its diifucult to estimate due to lack of information
5-6 - In general a project satisfy the requirements but some information is missed.
7-8 - A project is really good, also containes some moments that should be worked over.
9-10 - A project is excellent and meet all the requirements.
